These lines are controlled by the Energy Authority and provide power to the low voltage service mains feeding power to the surrounding buildings. As the photo shows, they will usually be four wires attached to a cross arm on the pole OR will be in the form of a very thick black cable where all four lines are bundled together and then coated in black plastic. These power lines feed into the service mains lines that go from the power down to the building.
